On the basis of information received by the Artsakh Republic Police and the National Security Service, and thanks to the vigilance of our citizens, on 25 August of this year, Jamil Babayev, a serviceman of the Azerbaijani armed forces, was found in one of the apartments on Terian Street in the city of Martakert, Artsakh Republic. This was reported by the public relations department of the staff of the Artsakh Republic Prosecutor’s Office.

On the same day, he was taken into custody by the Artsakh Republic National Security Service. A criminal case has been initiated in connection with the apparent illegal crossing of the state border of the Artsakh Republic, threats to kill the minor residents of the aforementioned apartment, and criminal acts bearing the characteristics of espionage. J. Babayev has been arrested; an investigation is underway. Additional information regarding the circumstances of this incident will be provided in the near future.

“At the same time, we deem it necessary to respond to the publications that have been circulating since yesterday regarding this incident. The Artsakh Republic Prosecutor’s Office considers unacceptable the dissemination, publication, uploading to the internet domain, and other similar manifestations of self-initiated activity concerning information related to the internal and external security and the military sphere of the Republic of Artsakh. These can often give rise to irreversible consequences, hinder the rapid prevention and suppression of other crimes and the full elucidation of the circumstances of an incident, and cause unfounded panic or an uncontrolled and unmanageable situation, with all its negative consequences, which we believe are understandable and foreseeable. Such manifestations are also accompanied by the publication of information concerning people’s private lives, the disclosure of the victim’s residence, identity, or other personal data, which is likewise subject to exclusion.

..We assure you that, in the conditions of today’s external and internal threats and dangers, the Artsakh Republic Prosecutor’s Office is open and public to an unprecedented degree, ready to answer any inquiry regarding information that is subject to publication and contains no secrets. Therefore, in such situations, it is more appropriate to rely on the constitutional rights to obtaining information,” the statement said.
