Acting Prime Minister of the Republic of Armenia Nikol Pashinyan sent a congratulatory message on the occasion of the Republic of Armenia’s Constitution Day, noting that the 20 June snap parliamentary elections demonstrated that, after decades of struggle, the constitutional provision that power in the Republic of Armenia belongs to the people, and that the people exercise their power through free elections, has been irreversibly established in Armenia. This was reported by the Department of Information and Public Relations of the Office of the Prime Minister of the Republic of Armenia.
The message stated: “Dear compatriots, dear people,
I congratulate us all on the occasion of July 5, Constitution Day. We greet July 5, 2021 under completely new conditions, with the immutable Article 2 of the Constitution of the Republic of Armenia having been fully realised. According to that article, power in the Republic of Armenia belongs to the people, and the people exercise their power through free elections.
The snap parliamentary elections of June 20, 2021 demonstrated that, after decades of struggle, this constitutional provision has been irreversibly established in Armenia. Every citizen of the Republic of Armenia today sees and knows that he or she is a decisive force, just as provided for by our country’s Constitution.
The snap parliamentary elections, accordingly, showed that over the past three years profound changes have taken place in our constitutional consciousness, and for the first time in the history of the Third Republic, elections became a means of overcoming the domestic political crisis rather than of provoking a crisis. This creates solid preconditions for breathing new life into our mission of creating constitutional reality.
The core of our upcoming tasks is formulated in the preamble and the first article of our country’s Constitution. We shall rally our nation’s best potential around the materialisation of the Republic of Armenia being a sovereign, democratic, social, rule-of-law state, and that rallying shall take place in accordance with the will of the people and not against it.
Among the priorities of our upcoming tasks are the agendas of external and constitutional security, and the reform and consolidation of the state institutions called upon to serve those agendas. It is the proper service of these agendas that shall ensure access to the legal, social, educational and infrastructural conditions necessary for the development of the human being and human potential, and we shall work on this agenda day and night, having as our goal our country’s security and strength, the freedom, happiness and well-being of the human being and the citizen.
During this process, it will obviously not be possible to avoid discussions around our country’s system of governance, but even on this most important question we shall be guided by the principle of ‘measure seven times before cutting.’
