Artsakh President Bako Sahakyan addressed the citizens in a message and informed that he has signed a decree declaring a state of emergency in Artsakh aimed at preventing the spread of the new coronavirus disease and protecting the population from the threat of the coronavirus pandemic, the president’s office reports.
Prior to that, Sahakyan held an expanded session of the interdepartmental commission coordinating efforts to prevent the spread of the coronavirus.
In his message, he noted that a state of emergency will be declared from April 12 at 22:00 until May 12 at 22:00 inclusive.
To ensure unified command of the forces and means providing the legal regime of the state of emergency, a headquarters has been established. State Minister Grigori Martirosyan has been appointed head of the headquarters.
“The decree defines the measures to be applied during the state of emergency, the temporary restrictions on rights and freedoms, and the forces and means ensuring the legal regime of the state of emergency,” noted Bako Sahakyan.
At the same time, he declared: “I am confident that thanks to the wisdom, discipline and high civic responsibility of our people, we will be able to overcome all difficulties, effectively resolve emerging problems and, at the same time, carry out in accordance with the procedure established by law this most important nationwide event for our country, such as the election of the President of Artsakh, taking the necessary measures to protect the health of the population.
On election day, the strictest health and sanitation measures will be taken at all polling stations. We must do everything possible to prevent and neutralize all negative consequences. We will do everything in our power to pass through this most important period with full responsibility as well.”
The second round of the presidential election is scheduled for April 14.
