The Armenian Legal Center for Justice and Human Rights (ALC), registered in Washington, in cooperation with the Center for International and Comparative Law registered in the Republic of Armenia, has filed new cases with the European Court of Human Rights, in which Azerbaijan is accused of the deaths of Armenian prisoners of war and hostages. In the package submitted to the ECHR, it is stated that 19 individuals — both civilians who remained in their places of residence and military personnel — were killed as a result of 10 separate incidents while they were held captive or detained by Azerbaijani forces.
The two human rights organizations are seeking, with the collected materials, to hold Azerbaijan accountable for failing to protect the lives of persons in captivity, in accordance with both the European Convention on Human Rights and international humanitarian law.
The Armenian Legal Center is committed to pursuing justice in the cases of the 19 slain individuals, as well as ensuring that all Armenian prisoners of war are released and repatriated without harm. To this end, the Washington-based Armenian Legal Center is cooperating with the Center for International and Comparative Law in Yerevan to file cases with the ECHR on behalf of more than 100 Armenian prisoners of war. This partnership allows for the protection at the individual level of more than half of the Armenian prisoners of war held in Azerbaijan. Through the efforts of the cooperating organizations, additional cases were recently submitted to the ECHR, requesting the application of interim measures against Azerbaijan.
