Artsakh cannot be under any vertical subordination within Azerbaijan, stated the President of the National Assembly of the Republic of Artsakh, Artur Tovmasyan, in response to a Twitter post by the head of Azerbaijan’s Democracy and Human Rights Institution, Ahmad Sahidov, claiming that according to one of the points of the 10 November 2020 statement, Stepanakert was to come under Azerbaijani control.

The posts made on the Twitter page of the head of Azerbaijan’s Democracy and Human Rights Institution, Ahmad Sahidov, are a continuation of the Azerbaijani authorities’ latest provocative style of conduct.
The point about Stepanakert coming under the control of the Azerbaijani army was absent from the ill-fated statement of 10 November 2020. Today, the guarantors of the security of the people of Artsakh are the Russian peacekeeping forces and the Artsakh army.
Artsakh cannot be under any vertical subordination within Azerbaijan. We are convinced that under the auspices of the OSCE Minsk Group we will achieve full freedom within the borders of the former NKAO. The leaders of the OSCE Minsk Group co-chair countries also realise that along with a security guarantee, the issue of Artsakh’s status is urgent for the people of Artsakh.
Security and a clear status; in the absence of either one, Artsakh will be emptied of its Armenian population.
We are hopeful that we are a part of the civilised world and, as an independent state, are ready to conclude mutually beneficial cooperation agreements not only with the countries of the region, but also with all peace-loving countries. The alternative to a peaceful negotiation process is war.
