On November 14 of this year, at around 13:00, units of Azerbaijan’s armed forces, with the support of an armored vehicle, invaded the sovereign territory of the Republic of Armenia in one of the eastern sections of the Armenian-Azerbaijani border line. The Security Council of Armenia issued a statement on this matter.
The statement also says:
«As a result of the actions of the Azerbaijani Armed Forces, four combat positions of the Armenian Armed Forces had been surrounded. The Azerbaijani military equipment and troops that invaded the sovereign territory of the RA have left the territory of the RA as a result of negotiations, and the units of the RA Armed Forces have been withdrawn from the aforementioned four combat positions. Nevertheless, Azerbaijani servicemen who invaded the sovereign territory of the RA back in May of this year continue to remain deployed in the mentioned section.
The reports that an order was issued by the high command of the RA Armed Forces or the political authorities not to offer resistance do not correspond to reality. The Security Council of the Republic of Armenia has instructed the relevant bodies to conduct a proper investigation of the incident.
The Security Council draws the attention of the Russian Federation, the Collective Security Treaty Organization and the international community to the continued aggressive actions of Azerbaijan’s armed forces and emphasizes that these actions are directed against the sovereignty, territorial integrity of the Republic of Armenia and regional security and stability, and also contradict the provisions of the trilateral statement of November 9, 2020.
The Security Council of the Republic of Armenia expresses the determination of the authorities and the people to defend the sovereignty, territorial integrity and independence of the homeland.
Referring to the sections of the Goris-Kapan and Kapan-Jakaten highways under Azerbaijan’s control, we deem it necessary to emphasize that, according to documents of direct legal significance concerning the borders of Armenia and Azerbaijan dating back to the Soviet years, they are not located in the territory of the Republic of Armenia. The Government of the Republic of Armenia has taken measures to create a new network of alternative roads in the Syunik Province, and these works will be completed in the near future. We deem it necessary to emphasize that no settlement of the Republic of Armenia has been deprived of a lifeline road.
The Security Council of the Republic of Armenia continues to emphasize the need for a peaceful resolution of the Armenian-Azerbaijani border situation, namely the mirror withdrawal of troops from the border line established de jure between Soviet Armenia and Soviet Azerbaijan, and the launch of the process of demarcation and delimitation of borders under international auspices.
We also call on the OSCE Minsk Group Co-Chairmanship to intensify efforts towards a peaceful and comprehensive settlement of the Nagorno-Karabakh conflict.
