In the early morning of 27 September, Azerbaijan launched a large-scale air and missile-artillery attack along the entire line of contact, also targeting numerous civilian settlements and infrastructure, including the capital Stepanakert. There are also civilian casualties and damage, reports Artsakh Ombudsman Artak Beglaryan.
“The Human Rights Defender of the Republic of Artsakh strongly condemns Azerbaijan’s gross violation of international humanitarian law standards.
The Defender calls on the international community to give an appropriate assessment of the Azerbaijani actions, especially under the conditions of the COVID-19 pandemic, and to take measures to neutralize the dangers threatening the lives and security of thousands of residents of the Republic of Artsakh,” the Ombudsman’s statement said.
