Following approximately ten hours of negotiations in Moscow between Armenian Foreign Minister Zohrab Mnatsakanyan and Azerbaijani Foreign Minister Jeyhun Bayramov, mediated by Russian Foreign Minister Sergey Lavrov, Lavrov came out to the journalists and read the adopted statement.
“Ladies and gentlemen,
After lengthy negotiations, we have agreed on the following document. I quote:
“In response to the message of the President of the Russian Federation V. V. Putin and the agreements reached between the President of the Republic of Azerbaijan I. H. Aliyev and the Prime Minister of the Republic of Armenia N. V. Pashinyan with the President of the Russian Federation V. V. Putin, the parties agreed on further steps:
1. A ceasefire is declared starting from 12:00 on 10 October 2020, for the exchange of prisoners of war and other detained persons and the bodies of the deceased, through the mediation of the International Committee of the Red Cross (ICRC) and in accordance with its standards.
2. The specific parameters of the ceasefire regime will be agreed additionally.
3. The Republic of Azerbaijan and the Republic of Armenia will commence substantive negotiations, through the mediation of the Co-Chairs of the OSCE Minsk Group, on the basis of the fundamental principles of settlement, with the aim of reaching a speedy peaceful settlement.
4. The parties confirm the unchanged nature of the negotiation process format.”
