Mane Tandilyan, Minister of Labour and Social Affairs of Artsakh, responding to Ilham Aliyev’s statement that 25,000 Armenians live in Artsakh and that it is not logical to discuss the status issue for such a small population, wrote on her Facebook page:
“Ilham Aliyev has stated that 25,000 Armenians live in Artsakh, and that it is not logical to discuss the status issue for such a small population, thereby effectively admitting that the Armenians living in Artsakh are the decisive factor for the status of Artsakh.
Immediately after the end of the war, thanks to the exceptional will and dedication of the people of Artsakh, the return of the displaced was carried out very quickly, and at this moment more than 120,000 Armenians live in Artsakh.

The right of an Artsakh Armenian to live on his land is inalienable, and that is the main factor in the status of Artsakh. Artsakh lives a natural life, thanks to numerous social, educational and cultural programmes.
I hope that the Armenian authorities will duly and fully present to international partners information about the natural course of Armenian life in Artsakh.”
