Meetings between representatives of Azerbaijan and Artsakh may take place through the mediation of the peacekeepers of the Russian Federation, in the same location, around humanitarian, infrastructural, and technical issues, without their undue politicisation.
This was stated in a declaration by the Ministry of Foreign Affairs of the Republic of Artsakh:
“In response to the proposal of the administration of the President of the Republic of Azerbaijan to hold a meeting between representatives of Azerbaijan and Artsakh, we state that the Republic of Artsakh remains committed to its previously stated position that such meetings can take place through the mediation of the peacekeepers of the Russian Federation, in the same location as on 1 March of this year, around humanitarian, infrastructural, and technical issues, without their undue politicisation.
At the same time, we state that the closure of the Lachin corridor and the continuation of the humanitarian crisis are unacceptable and in no way contribute to the formation of a favourable atmosphere for negotiations. We are convinced that Azerbaijan must duly fulfil both the obligations it assumed under the trilateral declaration of 9 November 2020 and the requirements of the decision of the International Court of Justice, refraining from the use of force or the threat of force and from unilateral, maximalist approaches. Only in that case will favourable conditions be created for further discussions.
As for the political issues of the settlement of the Azerbaijani-Karabakh conflict, we recall that Artsakh remains committed to negotiations aimed at a comprehensive settlement of the conflict, which must take place in an internationally recognised and established format, under conditions of equal rights of the parties and the existence of international guarantees for the fulfilment of assumed obligations.”
