There is no enclave issue on legal grounds, said Armen Grigoryan, Secretary of Armenia’s Security Council, citing the studies that have been conducted.
“We continue to discuss and study this issue, but at this moment, the entire information package we have at hand shows no legal basis for the enclave issue. It is possible that a community leader made some decision, or a sovkhoz [Soviet farm] director made some decision, but that has no legal basis. The documents that existed from the 1920s to at least the 1970s carry legal weight. That is, our studies have shown that no such issue exists,” said the Security Council Secretary.
In response to a clarifying question as to whether whatever exists after a possible demarcation will remain as is in those areas, Grigoryan answered: generally, yes.
