The official statement on the agreement between the Prime Minister of the Republic of Armenia, the Presidents of the Russian Federation and Azerbaijan has been published. The statement, published on the Kremlin’s official website, states the following.
“We, the Prime Minister of the Republic of Armenia, N.V. Pashinyan, the President of the Republic of Azerbaijan, I.H. Aliyev, and the President of the Russian Federation, V.V. Putin, declare the following.
1. A complete ceasefire and the end of all military operations is declared in the Nagorno-Karabakh conflict zone as of 00:00 Moscow time on 10 November 2020. The Republic of Armenia and the Republic of Azerbaijan, hereinafter referred to as the parties, halt at their current positions.
2. The Aghdam district is returned to the Republic of Azerbaijan by 20 November 2020.
3. A Russian Federation peacekeeping contingent is deployed along the line of contact in Nagorno-Karabakh and along the Lachin corridor, comprising 1,960 servicemen with small arms, 90 armoured vehicles, 380 units of motor vehicles and special armoured vehicles.
4. In parallel with the withdrawal of the Armenian armed forces, the Russian Federation peacekeeping contingent is deployed. The duration of the Russian Federation peacekeeping deployment is 5 years, with automatic extension in successive 5-year periods, unless one of the parties declares its intention to terminate the application of this provision 6 months before the expiry of the term.
5. In order to increase the effectiveness of monitoring the implementation of the agreements by the parties to the conflict, a peacekeeping centre is established to monitor the ceasefire regime.
6. The Republic of Armenia returns the Kelbajar district to the Republic of Azerbaijan by 15 November 2020, and the Lachin district by 1 December 2020. The Lachin corridor (5 km wide), which ensures the connection of Nagorno-Karabakh with Armenia and at the same time does not touch the city of Shushi, remains under the control of the Russian Federation peacekeeping contingent. By agreement of the parties, within the next three years a project for the construction of a new route along the Lachin corridor will be determined, which will ensure the connection between Nagorno-Karabakh and Armenia, and the Russian peacekeeping contingent will subsequently be relocated there to protect that route. The Republic of Azerbaijan guarantees the safety of the movement of citizens, vehicles and cargo through the Lachin corridor in both directions.
7. Internally displaced persons and refugees return to the territory of Nagorno-Karabakh and adjacent territories under the supervision of the Office of the United Nations High Commissioner for Refugees.
8. An exchange of prisoners of war, hostages and other detained persons, as well as the bodies of the deceased, takes place.
9. All economic and transport links in the region are unblocked. The Republic of Armenia guarantees the security of transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic, in order to organise the unimpeded movement of citizens, vehicles and goods in both directions. Control over transport communication is exercised by the bodies of the Border Guard Service of the Federal Security Service (FSB) of the Russian Federation. By agreement of the parties, new transport communications will be ensured, connecting the Nakhichevan Autonomous Republic and the western regions of Azerbaijan”
