The OSCE Minsk Group Co-Chairs — Igor Popov (Russia), Stéphane Visconti (France) and Andrew Schofer (United States) — have issued the following statement.
“The Co-Chairs note with alarm the continuing violence in the Nagorno-Karabakh conflict zone. The Co-Chairs call on President of Azerbaijan Ilham Aliyev and Prime Minister of Armenia Nikol Pashinyan to take immediate steps towards the full implementation of the parties’ commitments in accordance with the 10 October Moscow statement, in order to prevent catastrophic consequences for the region.
The Co-Chairs reiterate that civilian casualties are unacceptable under any circumstances. The Co-Chairs call on the parties to immediately establish a humanitarian ceasefire in order to ensure the return of remains, prisoners of war and other detained persons, and call on the parties to immediately agree on a mechanism for verifying the ceasefire.
Following their conversations with Minister of Foreign Affairs of Armenia Zohrab Mnatsakanyan and Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov, the Co-Chairs are working with the parties on substantive issues of the political settlement process of the Nagorno-Karabakh conflict, with the aim of reaching a negotiated solution,” reads the statement issued by the Co-Chairs.
