Positive Assessment from European Council on Armenia’s Achievements in Corruption Prevention

The Group of States against Corruption (GRECO) of the Council of Europe has positively assessed Armenia’s achievements in the field of corruption prevention among judges, deputies and prosecutors. This was announced by the RA Ministry of Justice, noting that the Council of Europe’s Group of States against Corruption (GRECO) has conducted its latest evaluation of corruption prevention among judges, deputies and prosecutors in Armenia (Armenia has been undergoing this evaluation since 2015). The Group of States against Corruption (GRECO) of the Council of Europe has positively assessed Armenia’s achievements in the field of corruption prevention among judges, deputies and prosecutors.

This was announced by the RA Ministry of Justice, noting that the Council of Europe’s Group of States against Corruption (GRECO) has conducted its latest evaluation of corruption prevention among judges, deputies and prosecutors in Armenia (Armenia has been undergoing this evaluation since 2015).

Since 2019, due to the low level of implementation of GRECO’s recommendations, Armenia’s performance had been assessed as “globally unsatisfactory” (11 of the 18 recommendations submitted in total remaining unimplemented).

Thanks to the extensive anti-corruption and judicial-legal reforms carried out in 2022, as well as the additional discussions of Armenia’s permanent delegation during the 93rd plenary session of GRECO held in Strasbourg from 20 to 24 March 2023, two further recommendations were assessed as implemented. Thus, Armenia has finally emerged from the process of non-compliance with GRECO’s evaluation, no longer being considered a country with “globally unsatisfactory” performance.

The RA Ministry of Justice will remain consistent on the issue of the continuity of the fight against corruption, striving to ensure the full implementation of GRECO’s recommendations.

It should be noted that the Council of Europe’s Group of States against Corruption (GRECO) is a body established to monitor the compliance of Council of Europe member states with anti-corruption standards, operating since 1999. The Republic of Armenia has been a member of GRECO since 2004 and is regularly subjected to evaluation within the framework of the implementation of GRECO’s recommendations.
