Artsakh President Arayik Harutyunyan has signed a decree introducing certain restrictions on the right to free movement within the country’s territory.
The decree establishes a special procedure for citizens leaving Artsakh.
A commandant’s office has been established, for the management of which Karen Sargsyan, Director of the Artsakh State Service of Emergency Situations, has been appointed commandant.
Exit from the territory of Artsakh is restricted for citizens of the Republic of Artsakh subject to mobilization conscription and is permitted only in special cases, provided a pass issued by the commandant is available.
The commandant is also authorized, as necessary, to establish a special procedure and conditions for the entry (exit) of persons and vehicles into certain territories of the Republic of Artsakh, as well as for their presence and movement within those territories.
