Artsakh President Arayik Harutyunyan, at the government session of 23 February, made public the decree relieving Rouben Vartanian of the post of State Minister.
“Throughout this entire period, Rouben Vartanian and I have been together, following on a daily basis the events and developments taking place both in Artsakh and in the outside world, and we have constantly exchanged views on solutions in the situation that has arisen. I am grateful to Mr. Vartanian for the fact that in both our friendly and our working relations he has always sought to share responsibility with me to the greatest possible extent, rather than, by invoking constitutional norms, trying to place it on me. But on the other hand, he also approached with awareness and understanding the scope and measure of my personal responsibility for the situation created in Artsakh and for all subsequent problems,” said Harutyunyan.
Arayik Harutyunyan noted that he has offered the duties of State Minister to Artsakh Prosecutor General Gurgen Nersisyan, taking into account his professional and human qualities, the professionalism, fairness, principle and state-mindedness he has shown in his work.
The President informed that all executive bodies will fall within the coordination sphere of the new State Minister, with the exception of the security forces and the Ministry of Foreign Affairs.
