Russia is to abolish international mobile roaming with Armenia, Kazakhstan, and Kyrgyzstan, members of the Eurasian Economic Union (EAEU), by 2025.
This was stated in the annex to a questionnaire by the Eurasian Economic Commission (EEC), which was sent on 16 March 2023 to all major mobile operators of the allied states and to Russia’s Ministry of Economic Development.

By the end of 2024, the telecommunications companies of these countries must develop rules for the application of fair tariffs for communication services in the territory of the member states of the Eurasian Economic Union (EAEU). Subsequently, the companies must lower international communication tariffs and establish appropriate tariffs for mobile communication services for subscribers of the Eurasian Economic Union (EAEU) countries.
