Armenian Human Rights Defender Arman Tatoyan has made a post on his Facebook page, informing that the segments of the Azerbaijani President’s speeches during his visits to Shushi and Absheron that incite anti-Armenian sentiment and enmity have been singled out.

“The staff of the Human Rights Defender has once again singled out the segments of the Azerbaijani President’s public speeches during his visits to Absheron on 26 August 2021 and Shushi on 31 August that generate (incite) anti-Armenian sentiment and enmity. They have been sent in Armenian and English versions to the RA National Assembly, the executive authorities and law enforcement bodies, as well as to NGOs, for use in their activities.
The studies and monitoring of materials in Azerbaijani by the staff of the RA Human Rights Defender testify that the Azerbaijani President continues, through his public speeches and messages, to generate hatred towards the entire Armenian people, the populations of Armenia and Artsakh, issues threats, and makes offensive and enmity-provoking statements. Moreover, his speeches are such that they clearly reach the point of fascism.
The cruelties, tortures and killings that servicemen of the Azerbaijani armed forces have carried out against Armenian military personnel and civilians are a consequence of that policy. The violations of the rights of residents of Armenia’s border areas are direct consequences of that policy.
Moreover, the monitoring testifies that after every such speech or message, shootings occur at Armenia’s border villages, as well as at Armenian positions located in the immediate vicinity of those villages, and the situation becomes more tense. Exchanges of fire take place, and cases of soldiers being killed and wounded are recorded.
That is, there is a clear causal link.
The staff of the RA Human Rights Defender constantly conducts studies of the messages and speeches of the Azerbaijani authorities’ bodies, with the aim of documenting the evidence of state-sponsored enmity and anti-Armenian policy.
The materials are studied from primary sources, in Azerbaijani.
All this is carried out with the aim of preventing human rights violations and eliminating existing infringements.”
