Karabakh is Azerbaijani territory, and Russian peacekeepers are stationed there temporarily, Hikmet Hajiyev, advisor to the President of Azerbaijan, told the BBC’s Azerbaijani service.
“The whole of Karabakh is the sovereign territory of Azerbaijan; the international community recognizes Azerbaijan’s territorial integrity and sovereignty,” he said, adding that Russian peacekeepers are deployed in certain parts of the Karabakh region that forms part of Azerbaijan, in accordance with the November 10 statement.
The President Aliyev’s advisor noted that that trilateral statement defined the political and, to some extent, legal framework for the deployment of peacekeeping forces.
“As for additional agreements regarding the mandate of the Russian peacekeepers and additional legal mechanisms, there have been preliminary contacts between the parties on this matter, and certain discussions are still ongoing,” he said.
The advisor to the President of Azerbaijan did not clarify between whom exactly the discussions are taking place and in what format.
