The Armenian government believes that the issue of the rights and security of the people of Artsakh must be resolved; otherwise, it would mean the depopulation of Artsakh or the genocide of the people of Artsakh. This was stated by Deputy Speaker of the National Assembly Ruben Rubinyan during an extraordinary session of the National Assembly.
We had reported that at the invitation of the opposition, an extraordinary session was being held in the National Assembly, in which deputies of the ruling party were also participating.
The session’s agenda had one item: they want the National Assembly to adopt a statement in response to the Azerbaijani parliament’s statement of 8 November 2022. Andranik Tevanyan, a deputy of the “Hayastan” faction, presented which provisions of their proposed statement the authorities disagree with.
“We believe that the issue of the rights and security of the people of Artsakh can be resolved through direct Baku-Stepanakert negotiations, with the participation of an international mechanism,” said Rubinyan.
According to him, they also believe that the Republic of Armenia has an internationally recognised territory, part of which has been seized by Azerbaijan. Therefore, Azerbaijani troops must withdraw from there immediately and without any preconditions.
According to Rubinyan, these three points are the reason for their disagreement with the draft statement proposed by the “Hayastan” faction, because by adopting that statement, they would contradict the aforementioned three points.
“I think you will not consider the three points I mentioned (the rights of the people of Artsakh, the security of the people of Artsakh, the occupied territories of Armenia, – ed.) to be treacherous, pro-Turkish, or Turkish-mannered,” said Rubinyan.
He reminded that Prime Minister Nikol Pashinyan, in his speech, mentioned a political change — that the rights and security of the people of Artsakh should not be derived from the status of Artsakh, but the opposite.
