The Parliament of the Republic of Artsakh, at an extraordinary session, adopted a declaration with 29 votes in favor, calling for the formation of national unity at a pan-Armenian level regarding questions pertaining to the fate of Artsakh.

We present the declaration in full below:

“The National Assembly of the Republic of Artsakh, as the highest representative body holding the primary mandate of the people of Artsakh, expressing the opinion and position of broad socio-political circles, calls for the formation of nationwide unity at a pan-Armenian level regarding questions pertaining to the fate of Artsakh.

We are convinced that the Republics of Armenia and Artsakh, enjoying the full support of the Armenian communities of the Diaspora, by becoming one fist, can jointly confront regional challenges while defending our national interests. In this complex period of geopolitical realities, when Azerbaijan, attempting to undermine the Russian peacekeeping mission, continues the periodic shelling of Armenian-populated areas, blows up the gas pipeline, tries to terrorize the peaceful population residing in the homeland, and continues to seize ever more territories, the National Assembly of the Republic of Artsakh reaffirms the will and determination of the people of Artsakh regarding the vision of the National Liberation struggle arising from the right to live freely in their historical homeland, which began in 1988. Through the declaration of 2 September 1991, and subsequently through a nationwide referendum, the people of Artsakh formed the Republic of Mountainous Karabakh (Artsakh) in accordance with all international norms. Over the course of 30 years, we have passed through victories and failures. As a result of the war imposed upon us on 27 September 2020, which lasted 44 days, we suffered human and territorial losses. However, nothing and no one can deprive us of the right to self-determination and to govern our own fate. Bowing before the memory of all the martyrs of our existential struggle, we record our faithfulness and readiness to remain consistent in the processes of international recognition of the Republic of Artsakh and the restoration of its territorial integrity.

After the 44-day war of 2020, our security environment has fundamentally changed; the fragile peace established in the region is maintained by the efforts of the Artsakh Defense Army and the Russian peacekeeping forces. As the events of the last year and a half have shown, our enemies today continue their plan to depopulate Artsakh of Armenians. Under present conditions, the enshrinement of the obligation of the Republic of Armenia to guarantee the security of Artsakh and the formation of an atmosphere of pan-Armenian unity alone can create sufficient conditions to guarantee the future of the Armenian people in the homeland. Dear compatriots, the key to the existence of Armenian statehood and the security of the Armenian people lies in Artsakh.”
