On February 11, at approximately 05:50, shots were fired from Azerbaijani positions located near the Karmir Shuka and Taghavard communities of the Martuni district of the Republic of Artsakh, directed at observed residential houses. This was reported by the Human Rights Ombudsman of Artsakh, Gegham Stepanyan.
He specifically stated: «Taking into account the existing distance between the settlements and the Azerbaijani positions, and the fact that the residential part of the village is directly observed from the Azerbaijani positions, the conclusion is undeniable that the Azerbaijani side directly targeted the homes of peaceful residents, as a result of which residential houses were damaged — house walls, roofs.
During the same operations aimed at terrorizing peaceful residents, the window of a resident’s home in the Karmir Shuka community was also hit, and the bullet penetrated the living room of the house, where the homeowner’s three minor children and wife, who had been awakened from sleep by the sound of gunfire, were located.
It is noteworthy that the described incident was yet another manifestation of the periodic intensified terrorist activities of the Azerbaijani armed forces in recent days.
The Human Rights Ombudsman of the Republic of Artsakh again establishes that the Azerbaijani armed outposts located near the peaceful settlements of Artsakh, and the anti-Armenian and terrorist actions carried out through them, are a direct and indisputable threat to the rights of the population of Artsakh, particularly the right to life.
I reaffirm the assertion that the criminal actions carried out by Azerbaijan are of a periodic and systematic nature, aimed at creating an atmosphere of fear and despair in Artsakh.
