If the conflict has ended, why is Azerbaijan’s President Aliyev wearing a military uniform? Former U.S. Ambassador to Azerbaijan Richard Kozlarich published such a question on his Twitter page, in response to the Azerbaijani president’s statement that “the Karabakh conflict is over, and Armenia must determine its borders with Azerbaijan”:
