A draft law on making amendments to the Law on Language has been posted on the website of the National Assembly of the Republic of Artsakh, which states:
“Article 1. Part 2 of Article 1 of the Law of 25 April 2013 HO-12-N on Language (hereinafter: the Law) shall be worded in a new edition.
“2. The official languages of the Republic of Mountainous Karabakh are literary Armenian and Russian.”
Article 2. Paragraph 3 of Article 2 of the Law shall be worded in a new edition.
“official language: a language serving official functions and the literary and scientific needs of society.”
Article 3. In Part 3 of Article 4 of the Law, after the words “of the Armenian language” add the words “(or of the Russian language)”.
Article 4. In Part 2 of Article 5 of the Law:
- In point 1, replace the word “in Armenian:” with the words “in Armenian, and where necessary also in Russian:”, and replace the word “Armenian” with the word “given”.
- In point 2, after the words “non-Armenian” add the words “(with the exception of Russian)”.
Article 5. Part 2 of Article 6 of the Law shall be worded in a new edition.
“2. The Republic of Mountainous Karabakh encourages publications and the press in Armenian and Russian, as well as the creation of textbooks, educational manuals, reference works, scientific-methodological and popular scientific literature in Armenian and Russian.”
Article 6. This law enters into force on the tenth day following the day of its official publication”:
