Owing to the state of martial law, no local government elections will be held in the communities of Artsakh until 1 March 2022. A decree to this effect has been signed by Artsakh President Arayik Harutyunyan.
The decree stipulates that the term of office of the current local self-government bodies shall be extended until the first session of the newly elected local self-government bodies.
In the event that the powers of a community head or a council member are terminated prematurely, acting officials shall be appointed to those positions: in rural communities, by decision of the head of the administration of the corresponding district; in the urban community of Stepanakert, upon the nomination of the state body for territorial administration; and in other urban communities, by decision of the government upon the nomination of the head of the administration of the corresponding district.
