The Prime Minister of the Republic of Armenia, Nikol Pashinyan, has presented the ways, methods and programmes for overcoming the situation created in the country. The Prime Minister of the Republic of Armenia wrote on his Facebook page that he considers himself the main person responsible for the created situation, as well as for overcoming it and establishing stability and security in the country.
«Dear people, dear compatriots.
Over the past week, we have spoken many times about the war that began on September 27, our failures in it, the situation created afterwards and the details of that situation:
The time has come to speak about the ways, methods and programmes for overcoming the created situation. I have already said that I consider myself the number 1 person responsible for the created situation:
The main person responsible for overcoming the situation and establishing stability and security in the country is also me. I emphasise that I not only have no intention of renouncing that responsibility, but I am fully committed to that work:
The roadmap of our most important tasks in the near future is the following:
1. Restoration of the negotiation process on the Karabakh issue in the format of the OSCE Minsk Group co-chairmanship, with an emphasis on the priority of the issue of the status of Artsakh and the return of Artsakh Armenians to their places of residence:
- Ensure the return of Artsakh Armenians to their ancestral homes. Fully restore the normal life of Artsakh. Restoration of damaged houses, apartments and infrastructures in the territories under the control of the Artsakh authorities:
- Ensuring social guarantees for the families of fallen servicemen and civilians:
- Restoration of residential and public buildings and infrastructures damaged on the territory of the Republic of Armenia during the hostilities:
- Ensuring social guarantees for servicemen who have become disabled, the process of fitting with artificial limbs (prosthetics) and professional retraining:
- The speedy return of captured servicemen and civilians. Ensuring social guarantees for their families. Speedy clarification of the fate of the missing. Ensuring social guarantees for their families:
- Formation of a system of psychological rehabilitation for those who participated in the war and for the public in general:
- Approval of a programme of reforms of the armed forces and the start of reforms:
- Overcoming the «Covid» pandemic and eliminating its consequences:
- Restoration of the environment of economic activity:
- Activation of programmes for solving demographic problems:
- Adoption of amendments to the Electoral Code and a new law on parties:
- Introduction of the institution of specialised judges as a first step towards the creation of an anti-corruption court. Launch of the application of the law on confiscation of illegally acquired property:
- Holding of regular thematic consultations with representatives of the Armenian political and civil community:
- Holding of regular thematic consultations with Armenian structures and individuals of the Diaspora. Involvement of Armenian and Diaspora individuals and structures in the aforementioned processes:
The most important goal of all this is to ensure the democratic stability of Armenia and the creation of guarantees that nothing threatens the free expression of the will of the people in the formation of power in Armenia:
For the implementation of this roadmap, I will make changes in the composition of the government.
The meaning and purpose of the changes will be the more effective implementation of the aforementioned programme and the maximum adaptation of the composition of the government to the implementation of the said roadmap:

Putting the implementation of these measures on irreversible systemic institutional rails will take six months. In June 2021, I will come forward with a report on the implementation of the roadmap, and based on its results, taking into account public opinion and response, we will make a decision regarding future steps:
