The presence of Azerbaijani servicemen on the roads connecting the communities of the Syunik Province of the Republic of Armenia is devoid of any legal basis. The Human Rights Defender of the Republic of Armenia, Arman Tatoyan, wrote this on his Facebook page. According to him, the process of determining Armenia’s borders takes place under the threat of war and the use of force.

«The presence of Azerbaijani armed servicemen (as well as flags and signs) on the roads connecting the communities of the Syunik Province of the Republic of Armenia contradicts the foundations of the international human rights system, violates the rule of law and is therefore devoid of any legal basis:
They have appeared in those places because:
1) They have carried out ethnic cleansing and genocidal policies against Armenians in Artsakh through terrorist methods;
2) They have tortured and subjected peaceful residents and servicemen to inhuman treatment, and have committed other atrocities (beheadings of living people, desecration of bodies, etc.);
3) Jihadists and ISIS terrorists have been used against Artsakh, who have committed war crimes and atrocities against Armenians;
4) They have subjected the civilian settlements of Artsakh to deliberate mass destruction, including with prohibited cluster munitions;
5) From the first day of the war, it has been accompanied by a state policy of encouraging anti-Armenianism and inciting hatred against Armenians on the basis of ethnic origin (a systematic policy of years);
6) During the war, more than 100,000 peaceful residents have been displaced from their permanent places of residence, and about 40,000 people have been left homeless as a result of the war;
7) The highest authorities of Azerbaijan and Turkey openly speak about Armenia and the entire Armenian people in the language of threats of genocide (for example, the Baku military event of December 10, 2020);
8) The highest bodies of the Azerbaijani authorities and public figures insult Armenians and the entire Armenian people with the aim of humiliating their dignity, and they encourage this and publicly incite hatred;
9) The process of determining Armenia’s borders takes place under the threat of war and the use of force;
10) Due to the threats of war and force, the determination of borders takes place by mechanical methods and at an impermissible speed, without professional work, with gross violations of international rules;
11) The rights and legitimate interests of Armenia’s border residents have been disregarded;
12) The process is accompanied by gross violations of the property, economic activity and other socio-economic rights of Armenia’s border residents (people deprived of their property and left homeless);
13) The rights to life, dignity, physical and mental integrity and other vital rights of the border residents of the Syunik and Gegharkunik Provinces and, in general, of the entire population of Armenia have been seriously endangered;
14) For the residents of border settlements, there is no predictability or the actions are uncertain, and there is no timetable of any kind: Therefore, the determination of borders with the described approaches will not contribute to the peaceful coexistence of peoples in the region; on the contrary, it will create fertile ground for the unceasing anti-Armenianism and hostility in Azerbaijan, the continued gross violations of human rights and other dangerous manifestations:
