The President of the Republic of Armenia, on 11 March 2021, returned with his objections the Prime Minister’s proposal and the attached draft decree on appointing Artak Davtyan as Chief of the General Staff of the Armed Forces of the Republic of Armenia. On the same day, the Prime Minister’s justifications regarding the President’s objections were received. This was reported by the Department of Public Relations of the Office of the President of the Republic of Armenia; the President of the Republic will not sign the draft decree and will not apply to the Constitutional Court.
“We remind that on 10 March 2021, the President of the Republic had already applied to the Constitutional Court, requesting to determine the question of the conformity of the relevant provisions of the Law ‘On Military Service and the Status of a Serviceman’ with certain articles of the Constitution. The adoption of a decision by the Constitutional Court and the possible measures that may be taken could have a significant impact on the legal regulations concerning the dismissal and appointment of the Chief of the General Staff,” the statement said.
