The National Assembly adopted in the second reading and in its entirety the legislative package presented by the government, whereby the state of emergency will no longer be extended and the executive is given the possibility to impose quarantine. According to Armenpress, the bill was adopted with 70 votes “for” and 19 “against.”
Before the vote, the “Bright Armenia” and “Prosperous Armenia” factions had stated that they would vote against the package of bills.
According to the bill presented by the government, in the event of the importation, penetration, risk of origin and spread of infectious diseases into the territory of the Republic of Armenia, outbreaks, the emergence of an epidemic, as well as the occurrence of an emergency situation as a result thereof, a quarantine may be imposed. Quarantine may be imposed by the proposal of the authorized body of public administration in the field of health, by the governor or the mayor of Yerevan, and by the government in different territories. Within the epidemic zone, the establishment of a special regime of entry and exit, the temporary suspension or restriction of communication across the state border, restrictions on the right of free movement of persons or the movement of vehicles, and self-isolation/isolation.
In cases where quarantine is imposed by the government, stricter measures may also be possible: restrictions on organizing, conducting or participating in gatherings or public events, the establishment of rules for health-epidemiological safety of the activities of legal entities, restrictions on the transportation of goods, restrictions on the activities of educational institutions, restrictions in local self-government bodies (LSGBs) or other institutions. The state of emergency differs from the new regime in the scope, severity and toolkit of restrictions on rights. The system of locating people through the electronic surveillance system and the cases of prohibition of economic activity will no longer operate.
The state of emergency declared in Armenia on March 16 will no longer be extended on September 11, and after its end, the measures proposed by the bills will begin to operate.
