The United Kingdom’s Foreign, Commonwealth and Development Office and the Joint Export Control Unit have updated their guidance on the arms embargo applicable to Armenia and Azerbaijan.
According to Armenpress, the change clarifies the following:
“Supplies of items included in the military list to other end users, such as humanitarian, peacekeeping, research or media organisations, are not considered subject to the embargo, unless there is a clear risk of diversion to the armed forces, police or security forces of any state.”
In February 1992, the OSCE required all participating states to impose an embargo on “all supplies of weapons and ammunition to forces engaged in combat in the territory of Nagorno-Karabakh.” This embargo remains in force.
On 2 July 2014, the United Kingdom clarified that the arms embargo extends to the export, supply or delivery of all items and components on the UK Military List (which forms part of the UK’s strategic export control lists) that could be used in the Nagorno-Karabakh region or on the land border between Azerbaijan and Armenia.
