Within the framework of the fact-finding mission of the Human Rights Defender of the Republic of Artsakh, it was established that at least 5 civilian persons of Artsakh were killed by the Azerbaijani armed forces after the ceasefire took effect at 12:00 on 10 October. “In particular, members of an infiltrating group that entered the city of Hadrut at noon on 10 October shot and killed at least four civilian persons: Misha Movsisyan, who had a disability, his mother Anahit Movsisyan, Nver Grigoryan and Artyom Mirzoyan. There are preliminary data that there are other victims among civilians in Hadrut; the circumstances are still being clarified.
At the end of the day and during the night, the Azerbaijani armed forces carried out rocket and artillery strikes on residential areas of Stepanakert, Martuni, Shushi and other settlements. As a result, 75-year-old Pargev Saghyan was killed under the rubble of his house in the city of Martuni, and one 65-year-old woman was wounded in the village of Shosh.
As a result of targeted Azerbaijani rocket and artillery strikes, residential houses and infrastructure in various settlements were also significantly damaged. During a visit to one of the damaged houses in Stepanakert, the Defender found remnants of a “Smerch” cluster missile prohibited by international humanitarian law, which are regularly and widely used by Azerbaijan.
