Gor Abrahamyan, advisor to the Prosecutor General of the Republic of Armenia, made a post on his Facebook page regarding the incident near the village of Shosh in the Republic of Artsakh.
“A criminal case has been initiated regarding the incident of firing by the enemy in the direction of a resident carrying out construction work near the village of Shosh and servicemen of the Artsakh Defense Army.
On May 17, 2021, at around 17:05, a group of servicemen of the Azerbaijani Armed Forces, driven by motives of national hatred, with the aim of killing two or more persons and deliberately destroying someone else’s property, using firearms, conducted targeted fire for about 7 continuous minutes in the direction of an excavator (digger) being operated at that moment by a resident of the village of Sos in the Martuni region of the Republic of Artsakh, who was carrying out construction work at one of the combat positions under the protection of military unit N, and in the direction of the personnel of the combat position.
As a result, the front and left side door windows of the excavator (digger) were completely damaged, causing significant property damage. In essence, the crime of murder was not completed only because the civilian carrying out the work and the conscripted servicemen were able to take cover at that moment.
A criminal case has been initiated on the incident at the Hadrut regional department of the RA Ministry of Defense, under the characteristics of points 1, 7 and 13 of part 2 of Article 34-104 of the RA Criminal Code, as well as point 4 of part 2 of Article 185, and the preliminary investigation is being carried out in the 1st garrison investigative department of the RA Investigative Committee’s Main Investigative Department for Military Crimes.”
