Paylan Submits Written Proposal to Turkish Parliament on the Artsakh Issue

Garо Paylan, the Armenian-origin deputy of Turkey’s Grand National Assembly (TGNA), has submitted a written proposal to the Turkish Parliament regarding the conduct of a study on the Artsakh issue. This was reported by Akunq.net, citing the “Agos” weekly newspaper.

Paylan’s proposal specifically states:

“Clashes continue in Nagorno-Karabakh between the forces of Azerbaijan and Armenia, putting peace in the region under threat. The Grand National Assembly of Turkey must assume responsibility to stop this war, which has become a new calamity for the Azerbaijani and Armenian peoples, and to establish lasting peace.

Although the Karabakh issue has remained unresolved for more than 30 years, it has not been subjected to any comprehensive political study by the Grand National Assembly of Turkey. The policy of glorifying ‘heroic deeds’ and expressions that sow hatred endanger public and regional peace. This war, which will have no winner, must be stopped as soon as possible. It must be ensured that the authorities of Azerbaijan, Armenia and Nagorno-Karabakh meet around the negotiating table with the aim of establishing lasting peace.

For this reason, on the basis of Article 98 of the Constitution and Articles 104 and 105 of the internal rules of procedure, we propose that our country’s course of action be defined for a comprehensive study of the Karabakh issue and the establishment of a ceasefire and stable peace; that the steps our state must take within the framework of the OSCE Minsk Group, created for the resolution of this problem, be determined; and that the impact on regional and our internal peace of the policy pursued by our authorities that supports the war be examined.”

He stated that if Turkey were to advocate a peaceful solution to the Karabakh issue, then the determination of the status of Nagorno-Karabakh, the restoration of justice for the human tragedies that took place in Sumgait, Baku and Khojaly, the re-establishment of a culture of coexistence among peoples, the return of refugees to their own settlements and the establishment of lasting peace would become possible.
