The UN Security Council has discussed the need to ensure monitoring of the ceasefire regime in Nagorno-Karabakh.
This was stated to journalists overnight by Russia’s Permanent Representative to the UN, Vasily Nebenzya, who presides over the Council in October, TASS reports.
“Now it is necessary to implement the ceasefire; this is the most urgent issue, because an agreement has been reached, but it has not been respected,” he said, adding that the main question remains how to ensure monitoring of its implementation.
“This issue has, of course, been discussed during the consultations, and the Council is quite united in its approaches,” the Permanent Representative continued. At the same time, he explained that sending a UN observer mission to the region “requires a special mandate from the Security Council, because it is not a quick process.” “There was information that Russia’s Defence Minister discussed with his Armenian and Azerbaijani counterparts how that monitoring could be carried out,” Nebenzya detailed.
The diplomat did not rule out that the OSCE mission could engage in observation, especially since that organisation deals with conflict resolution. “Who will be there, and in what capacity, is still a question under discussion,” he added.
